3. PROFILE OF SKILLS AND COMPETENCIES

A holder of the Cleaner level II professional certificate is able to:
- perform independently the maintenance cleaning of the floors
- perform independently the maintenance cleaning of the ceilings
- perform independently the maintenance cleaning of the walls
- perform independently the maintenance cleaning of furniture
- ensure preservation of the health and the environment and use the resources at his/her disposal economically
- comply with the occupational safety and fire safety requirements, provide basic first aid, understand the rights and obligations of an employee
- plan rational positioning of the cleaning accessories in a storage room, maintain cleaning accessories
- classify the types of dirt and common surface materials (PVC, linoleum, parquet, laminate etc) and select/recommend the best method of cleaning
- use common cleaning accessories (mops, cloths, brushes etc)
- classify and measure cleaning agents and choose the best method of application in a particular situation
- use various cleaning methods (dry, low-moisture, moist, wet) as required
- use common cleaning appliances (water suction appliances and vacuum cleaners, combined floor washing machines, floor maintenance machines), being familiar with their operating principles, maintenance and safety requirements
- clean windows, mirrors and other glass surfaces without auxiliary equipment (lifts, ladders etc)
- sort trash in compliance with environmental labelling and hazardous waste requirements
- organise his/her work independently and work in a team, incl. supervise other workers
- evaluate the work and performance of a trainee

Most common job titles are cleaner-supervisor, senior cleaner, object supervisor, foreman etc

5. OFFICIAL BASIS OF THE CERTIFICATE
Name and status of the body awarding the certificate

The occupational certificate that has been issued by the professional council that operates under the activity license issued by a Awarding Body

Name and status of the national/regional authority providing accreditation/recognition of the certificate

Sector Skills Council approved by a Regulation of the Government of the Republic

Level of the certificate (national or international)

Estonian Occupational Qualifications System, level II
Estonian Qualifications Framework, level 3
European Qualifications Framework, level 3

Grading scale / Pass requirements

a) examination of knowledge (written test, interview) and/or
b) examination of skills (test assignment, observation at workplace).
Prerequisite for the test assignment is passing of the written test.

Written test: at least 70 multiple-choice questions; the test is passed if at least 80% of the answers are correct; an additional interview is required if the percentage of correct answers is between 70 and 80.

Practical examination: maintenance cleaning of a randomly chosen common room during a specified time, incl. selection of cleaning accessories, agents and methods.

6. OFFICIALLY RECOGNISED WAYS OF ACQUIRING THE CERTIFICATE

In order to obtain a occupational certificate, the applicant has to prove all his/her competencies required by the occupational standard and by the procedure for awarding of occupational qualification established by the body awarding the occupational qualification.
